Since Pennsylvanias
inception in 1681, our criminal justice system has employed a variety
of mechanisms to grant prisoners early release from their maximum possible
terms of imprisonment. But as the modern era dawned, and for many reasons,
a 1938 commission reported to Governor George H. Earle that the Commonwealth
should establish a single state-wide and coordinated parole administration.
The modern Parole Board was established by the General Assembly under
The Parole Act of 1941. The Parole Act has been significantly amended
several times since 1941, including the addition of responsibilities dealing
with county probation in 1961, but the basic structure and functions that
were laid out in the original Act have remained the same over the years.
